PSPCL relaxes norms for refund of security

Realising the difficulty being faced by consumers in producing original payment receipts for refund of security for meter or against advance consumption deposit (ACD) for permanently disconnected connections, Punjab State Power Corporation Limited (PSPCL) has relaxed norms with regard to production of original payment receipts.

In an office memo (331/35/DD/SR-103 dated May 27, 2020) the PSPCL Chief Engineer/Commercial has said: “It has been observed that original payment receipts are being demanded from the permanently disconnected consumers seeking refund of their ACD/security (consumption) and security (meter) at the time of submission of application for new connection/additional load. However, they might be unable to produce the original receipt after years of using electricity.”

Through the memo, the zonal heads and field officers have been directed that in such cases, the ACD/security (consumption) and security (meter) be refunded as per the instructions/procedure defined in Chapter No. 4 titled “refund of ACD/security deposit received from consumers in cash’ of Part-2 ‘consumers security deposit’ in Commercial Accounting System Manual (Volume-II) which lays down that –where original security deposit receipt is not available with the consumer, obtain necessary affidavit-cum-indemnity bond along with surety for requisite amount from a running consumer.

All chief engineers and engineers-in-chief heading the distribution zones of he PSPCL have been asked to ensure meticulous compliance of these revised and relaxed instructions.
